El presente trabajo tiene como objetivo generar un análisis en torno a la percepción de la ciudadanía en los ejercicios de consulta que se llevaron a cabo para la elaboración del PMD Tijuana 2022-24. Este objetivo central se adscribe al enfoque analítico y teórico de la planeación participativa al escoger un ejercicio de participación local y describir sus características, así como mostrar especificidades del contexto en el espacio y tiempo dónde se llevó a cabo la investigación y que al mismo tiempo es parte del objeto de estudio. La metodología que se utilizó fue la del análisis cualitativo centrándose en la percepción de los participantes y capturando la información por medio de entrevistas semi estructuradas que proveyeron de información crucial al analizar este tema. La posterior codificación y análisis textual se llevó a cabo por medio de dos paqueterías dedicadas al análisis de variables cualitativas, NVIVO y Atlas Ti. Se obtienen como conclusiones una comprobación del supuesto hipotético y de cierta parte de la evidencia teórica al señalar que existen mecanismos de participación, así como acción de los convocados a participar en estos ejercicios de planeación local, aunque no termina por cumplirse las condiciones necesarias que den prueba que estos ejercicios se han institucionalizado sustancialmente.
The goal of this paper is to generate an analysis of the perception of the citizenry in the consultation exercises that were carried out for the elaboration of the PMD Tijuana 2022-24. This central objective is ascribed to the analytical and theoretical approach of participatory planning by choosing a local participation exercise and describing its characteristics, as well as showing specificities of the context in the space and time where the research was carried out and which at the same time is part of the object of study. The methodology used was that of qualitative analysis focusing on the perception of the participants and capturing the information through semi-structured interviews that provided crucial information when analyzing this topic. Subsequent coding and textual analysis were carried out by means of two software packages dedicated to the analysis of qualitative variables, NVIVO and Atlas Ti. Conclusions are obtained as a verification of the hypothetical assumption and of a certain part of the theoretical evidence by pointing out that participation mechanisms exist, as well as the action of those summoned to participate in these local planning exercises, although the necessary conditions that prove that these exercises have been substantially institutionalized have not been fulfilled.
