En el estado de Tlaxcala desde el año 2012 se ha estado implementado la Estrategia Estatal para Prevenir, Combatir y Sancionar la Trata de Personas y Asistir a sus Víctimas. Uno de los objetivos de esa estrategia es prevenir la trata de personas. Ésta contempla que las instancias públicas y privadas promuevan la seguridad en la sociedad. Teniendo presente lo mencionado, el objetivo de esta investigación es comprender cómo la prevención efectuada por las instituciones públicas y sociales puede explicar la seguridad humana de la población femenina. Para esto, el sustento teórico de la investigación se enmarca en las perspectivas de la seguridad humana, la transversalidad de género y la acción pública. La metodología de esta investigación fue cualitativa. Las técnicas de recolección de información fueron dos formatos de entrevista semiestructurada; uno se aplicó funcionarios públicos y capacitadores de organizaciones civiles que efectúan acciones de prevención y el segundo, a la población objetivo de la prevención. Entre los hallazgos destacan; que la seguridad humana de las mujeres tlaxcaltecas es afectada por los riesgos y temores provocados por la trata de personas, que el papel preventivo llevado a cabo por las instituciones gubernamentales y organizaciones civiles corresponden a una visión de seguridad humana y las mujeres están informadas sobre la problemática, llevan a la práctica su cuidado y protección personal, sin embargo, consideran que pueden ser víctimas de la trata por medio del secuestro más que por otra estrategia de reclutamiento utilizada por un proxeneta. In the state of Tlaxcala since 2012 it has been implemented the National Strategy to Prevent, Combat and Punish Trafficking in Persons and assist its victims. It´s provides that public and private entities promote safety in society. Bearing in mind above, the objective of this research is to understand how prevention undertaken by public and social institutions can explain the human security of the female population. For this, the theoretical basis of the research is framed within of the prospects for human security, gender and public action. The methodology of this research was qualitative. The data collection techniques were two formats of semi-structured interview; the first was applied to the public officials and representatives of civil society organisations which carry out preventive actions and the second, to the target population of prevention. Among the findings highlight; that human security of women tlaxcaltecas is affected by the risks and fears caused by the trafficking in persons, the preventive role carried out by government institutions and civil organizations correspond to a vision of human security and finally women have knowledge about of the risks of trafficking, they care for their personal protection, however, believe they may be victims of trafficking through abduction rather than other strategy used by a pimp.
