\nA career diplomat since 1979, Charles Shapiro has extensive experience in Latin America from narcotics to economic policies to hemispheric relations. Most recently, he served as Ambassador to Venezuela (he was there during the attempted 2002 coup) and as Director of the office of Cuban Affairs. He also served in the Office of Andean Affairs, and as Chief of Mission in Chile. Mr. Shapiro will discuss, among other themes, the role Cubans are playing in Venezuela and the overall challenges faced by the administration of President Barack Obama in Latin America. Shapiro currently serves as Senior Advisor for Economic Initiatives in the United States Department of State\u2019s Bureau of Western Hemisphere Affairs. In this capacity, he advises the Assistant Secretary on Western Hemisphere economic initiatives related to trade, poverty reduction, and social inclusion. In April 2009, Ambassador Shapiro was the charg\u00e9 d\u2019affaires at the United States Embassy in Port of Spain, Trinidad and Tobago, where he led preparations for the visit of President Barack Obama to the Fifth Summit of the Americas.

The Center for U.S.-Mexican Studies and the Institute of the Americas give a warm \u201cwelcome back\u201d to Dean Peter Cowhey. In this public lecture, Dean Cowhey will draw on his experience serving in the new administration of President Barack Obama as the Senior Counselor to Ambassador Ron Kirk at the Office of the United States Trade Representative (USTR). Peter Cowhey is the UC San Diego Dean and Qualcomm Professor of Communications and Technology Policy at the School of International Relations and Pacific Studies. In 2009 he was on leave from the university to join the Office of the U.S. Trade Representative as Senior Counselor for policy planning. More information here. <\/p>\n
