Heredia, who is a member of the leftist Democratic Revolution Party (PRD), served a three-year term in Mexico\u2019s lower house of Congress.<\/p>\n<p><!--more--><\/p>\n<p>After leaving the Congress in 2000, he founded the Mexican Council on Foreign Relations and served as the organization\u2019s vice president.
