Elections 2009: Participation and Vigilance. Arturo S\u00e1nchez Guti\u00e9rrez<\/p>\n
Arturo S\u00e1nchez Guti\u00e9rrez holds a Masters in Latin American Studies and a Ph.D. in\u00a0 Political Science from Oxford University. He is a commissioner of the Mexican Federal Electoral Institute (IFE) where he is currently the Elections Director. He is also a member of the Committee on Radio and Television of the General Council and of the Electoral Training and Organization Committee, which is part of the Institute for Transparency and<\/p>\n

Access to Information. Aside from his extensive background with the IFE, Dr. S\u00e1nchez has been a researcher and professor at many institutions, including the Mexican Institute of Political Studies, AC, the UAM-Azcapotzalco, the UNAM. He also served as Academic<\/p>\n
Director, research professor, and coordinator of the masters program in Government and Public Affairs FLACSO. In addition, Dr. S\u00e1nchez Guti\u00e9rrez has acted as a political commentator, a contributor to the newspaper \u00abEl Financiero\u00bb, an editorial advisor of the newspaper \u00abReforma\u00bb, and an electoral observer in elections in Canada, the U.S., and Latin America.<\/p>\n
