Ms. Carpinteyro was the strategic director for Mexico and Central America for Telefónica Movistar and VP of Marketing and External Affairs at Embratel in Brasil, and participated in the discussions to open up the ICT sector in Mexico.

• Charles Dalfen
Former Chairperson of the Canadian Radio-television and Telecommunications Commission (CRTC)
Mr. Dalfen was a senior partner at Torys LLP, an international law firm, Deputy Minister of Transport and Communications in British Columbia, and a law professor at the University of Toronto’s Faculty of Law.

• Patricio Gutiérrez
Executive Secretary, Cabinet for the Digital Development – Chile
He is a specialist in the design and implementation of public policies. Mr. Gutiérrez has worked as an international consultant for e-Government in Costa Rica, Ecuador, Guatemala, Honduras and Brazil.

• Josh Kun
Professor of Communication, Journalism, and American Studies and Ethnicity, University of Southern California
His research focuses on the arts and politics of cultural connection, with an emphasis on popular music, the cultures of globalization, and the US-Mexico border. A former Fellow with the Sundance Institute.

• Héctor Osuna Jaime
President, Comisión Federal de Telecomunicaciones (COFETEL)- Mexico
He was mayor of Tijuana, and Senator for the PAN. In the Senate he chaired the Foreign Affairs Committee, the Communications and Transportation and the Commission for Federalism and Municipal Development.

• Ramesh Rao
Director UCSD Division, California Institute for Telecommunications & IT
He served as the Director of the Center for Wireless Communications, and of a panel to review the current status of research, development, and applications in wireless communications in the world.
