Esta tesis se centra en analizar el crecimiento manufacturero en los Municipios de Sonora en el periodo 1993- 2003, para definir si éstos tienden a la homologación o diferenciación en sus niveles de actividad manufacturera. Además, considerando la visión del desarrollo endógeno, se analizan los factores que pueden estar incidiendo en dicho crecimiento. En este aspecto, la atención se centra en la inversión pública en infraestructura, ya que se pretende investigar el rol del estado en la instrumentación de políticas orientadas a favorecer un crecimiento manufacturero equilibrado entre regiones. Para la medición empírica del crecimiento manufacturero, se recurre a la ecuación neoclásica de convergencia desarrollada por Barro y Sala-i-Martin (1992), a la cual se le incorporan variables que pueden estar condicionando dicho crecimiento y que se sugieren desde la visión de las teorías del crecimiento y desarrollo endógenos. Dentro de los hallazgos principales del estudio, destaca que hay una tendencia a la convergencia manufacturera, sin embargo, no se presentó una disminución en la disparidad en cuanto los niveles de actividad y productividad de los municipios. Se deduce, que el crecimiento de la actividad manufacturera y de la productividad manufacturera a nivel municipal, se encuentran condicionados, por factores de desarrollo que son particulares de cada municipio. Al analizar dichos factores, se encuentra que la convergencia en la década analizada, estuvo condicionada fundamentalmente al comportamiento de factores estructurales, y no tanto al esfuerzo inversor del gobierno. Entre tales factores se destacan la urbanización y la alfabetización.
In the present thesis the growth in the manufacturing sector of Sonora municipalities during the period 1993-2003 is analyzed in order to determine if the manufacturing sector of these municipalities tends either to homogenization or differentiation in their levels of manufacturing activity. In addition, taking into account the endogenous development perspective, the factors that may be affecting this growth are analyzed. In this context, this thesis focuses on two variables: public investment and infrastructure, in order to study the role the state plays in instrumenting public policies oriented to encourage a balanced manufacturing growth among regions. The empirical growth measurement is based on the neoclassic convergence equation developed by Barry and Sala-i- Martin (1992). This equation was complemented with variables derived from endogenous growth and development theories which are though to be conditioning the manufacturing growth. Among the main findings of this study a tendency to converge in the manufacturing sector is observed. However, no decrease in the disparity of activity and productivity levels of the municipalities was found. It is concluded that the manufacturing activity is conditioned by development factors intrinsically related with each municipality. The analysis of these factors reveals that the convergence during the period of study was conditioned principally by the behavior of structural factors and not as much to the government investment effort in urbanization and alphabetization.
